PROCUREMENT OF SURFING EQUIPMENT

Two-Bid System – Technical & Commercial

PART I – GENERAL INFORMATION

1. Invitation of Bids
Sealed bids are invited from eligible manufacturers / authorized dealers for the supply of surfing equipment as detailed in Part II of this RFP.

Bidders are requested to superscribe the envelope as:
“RFP FOR PROCUREMENT OF SURFING EQUIPMENT – SFI”

• Envelope 1: Technical Bid

• Envelope 2: Commercial (Price) Bid
  Commercial bids will be opened only for technically qualified bidders.

PART II – ESSENTIAL DETAILS & SCHEDULE OF REQUIREMENTS

A. Scope of Procurement

The Surfing Federation of India intends to procure surfing equipment for athlete development, grassroots programs and national coaching camps.

C. Technical Specifications (Indicative)

1. Soft Top Surf Boards (Beginner & Performance)

• Durable EPS core with soft deck and Fins

• Suitable for training & competition use

• Fins included

• Leash plugs mandatory

1. Hard Top / Hybrid Boards

• PU / EPS construction

• Thruster fin setup

• Suitable for intermediate & advanced surfers

1. Safety Boats

• Motorized rescue craft suitable for coastal surf conditions

• Equipped for athlete rescue and event safety

• Compliance with local maritime safety norms

1. Tents

• UV resistant

• Suitable for beach conditions

• Minimum size: 10x10 ft (or equivalent)

1. Rescue Surf Boards

• In line with ILS (International Life Saving) technical specifications

PART III – ELIGIBILITY & TECHNICAL BID REQUIREMENTS

Bidders must submit the following in the Technical Bid:

1. Company profile with registration details

2. PAN & GST Registration

3. Bank account details

4. Experience in supplying surfing / water sports equipment (last 3 years)

5. Past supply orders to Government / Sports Bodies / Federations

6. Product catalogues & specifications

7. Declaration of not being blacklisted by any Govt. / Sports authority

8. Turnover statement for last 3 financial years

PART IV – COMMERCIAL BID & EVALUATION

1. Price Bid Format
Price to be quoted item-wise as per the Schedule of Requirements.

2. Evaluation Criteria

• Technical compliance

• L1 determination based on basic price excluding GST

• SFI reserves the right to split quantities or reject any bid without assigning reasons

PART V – STANDARD TERMS & CONDITIONS

1. Delivery Period: Within 60 days from date of Purchase Order

2. Delivery Location: As specified by SFI (multiple locations possible)

3. Taxes: GST as applicable

4. Warranty: Minimum 12 months against manufacturing defects

5. Arbitration: President, Surfing Federation of India shall be the arbitrator

6. Governing Law: Laws of the state of Tamil Nadu
